Is there a cap on administrative costs for PFA?
No more than 5% of the total grant award may be used for administrative and general expenses not directly attributed to program activities. A higher limit up to 10% may be negotiated in limited circumstances.

Do currently funded PFA programs need to reapply?
For the FY2026 ECBG RFP, ISBE noted that currently funded programs did not need to apply to maintain funding unless they wanted additional slots. Continuation applications are handled separately.
How much is Illinois investing in early childhood in FY27?
IDEC reports the General Assembly appropriated $4.4 billion for early childhood education and care in FY2027, a 3.6% increase.
Must PFA child care centers be licensed?
If the program operates in a child care center subject to DCFS licensure, the center must hold the appropriate license. Child care licensing moved to IDEC on July 1, 2026.
