The Great Start Readiness Program (GSRP) is Michigan's state-funded PreK program, administered by the Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP). Michigan's FY26 budget included $638.2 million for GSRP to provide free PreK to every 4-year-old regardless of family income, plus $10 million in start-up grants. In January 2026, MiLEAP awarded $9.7 million in start-up grants to open or expand 246 PreK classrooms. Discount School Supply can help new and expanding classrooms plan materials and furniture.
MiLEAP guidance lists allowable uses including recruiting and licensing classroom staff, facility improvements, outreach materials, and supplies and materials for new or expanded classrooms. ISDs must have a policy for recapturing supplies and materials if a program does not open within one year.

GSRP start-up grants provide one-time funding for new or expanded Great Start Readiness Program classrooms. A new classroom is operating as GSRP for the first time; an expanded classroom increases capacity in an existing GSRP classroom by at least 10%.
MiLEAP guidance allows up to $50,000 per eligible classroom, prorated if requests exceed available funding. In the first FY26 round, new classrooms received $40,000 and expanding classrooms received $17,900.
Allowable uses include recruiting, retaining and licensing classroom staff; facility improvements; outreach materials; and supplies and materials that strengthen quality in new or expanded classrooms.
No. Classrooms previously awarded a start-up grant are not eligible for an additional one, though a subrecipient may receive grants for more than one classroom.

Classrooms that do not enroll GSRP children by the required timeline have remaining funds recaptured, and ISDs must have a policy for recapturing supplies and materials if a program does not open within one year.
